David Thoming
Superintendent of Schools

Mr. Thoming has served as superintendent of the New Jerusalem Elementary School District since January 2006. During the past 11 years, he has led the district through unprecedented growth; mainly through charter schools.

 

The district currently authorizes 16 charter schools, and directly operates 11 of those. Outside of his superintendent role, Mr. Thoming has served as an expert witness in a high profile charter school case and has taught Education Law for aspiring administrators for the California State University, Stanislaus, School of Education.

 

He is a “hands on” leader, and his knowledge of Education Code and how it pertains to both districts and charter schools is amazing. He has helped many charter school operators, as well as districts, get established and wade through the various levels of approval, implementation, operation, and oversight of charter schools.

Dr. Jeff Tilton
Deputy Superintendent,
Educational Services

Dr. Tilton attended San Joaquin Delta College before getting his Bachelor's degree in English from CSU Stanislaus and began his teaching career. During this time, Jeff also earned his Master’s degree in Educational Leadership and an administrative credential through the University of La Verne.

 

Jeff co-founded the national renowned San Joaquin County Office of Education's one. program as well as developing the Delhi Unified School District’s innovative Delhi Education Park, a 70-acre joint school district/Merced County project featuring a community library, athletic facilities, and three schools.

 

At the same time, Jeff successfully completed his Doctorate in Education from the University of the Pacific.

 

In 2000, Jeff joined the Stanislaus County Office of Education as Principal of its alternative education program and was also tasked to save its struggling charter school, Valley Business High School. During this period Jeff also authored and administered three sister charter schools now known as Valley Charter High Schools.

 

In 2012, Jeff accepted a position at the New Jerusalem Elementary School District where he is the current Deputy Superintendent of Schools. He continues to be one of the top charter school advocates in the nation.

Lisa McHugh
Assistant Superintendent,

Business Services

Lisa has proudly served as Assistant Superintendent/CBO since July 2003. Lisa’s school administrative service began in 1996 working as the CBO for Delta Island Elementary School District handling business and human resource services for the District. In 1999 the District merged with Tracy Unified School District and Lisa held the position of Human Resources Technician and CBO of West High School.

 

Lisa’s extensive business management includes all aspects of payroll, budgeting, charter school management, attendance reporting, State & Federal Programs, Special Education, Child Nutrition Program, as well as facility project management and administering Deferred Maintenance programs.

 

As the Assistant Superintendent Lisa works closely with the New Jerusalem Elementary School District Board of Trustees, District and Site Administration, County Program Directors, State and Local Auditors, as well as site staff, students and the New Jerusalem community.
